On May 14, 2026 at 8:00 PM ET, FMCSA permanently shut down its old registration system — the Unified Registration System (URS) and the FMCSA Portal — and replaced it with a brand-new platform called Motus. What Is FMCSA Motus?
"Motus" is not a government acronym — it's a Latin word meaning movement, motion, or progress. FMCSA chose the name intentionally: it represents a modern leap forward from the agency's outdated legacy systems that have been in place since the 1990s.
Motus is FMCSA's new USDOT Registration System — a single, secure, mobile-friendly online dashboard that replaces both the old FMCSA Portal and the Unified Registration System (URS). It is where every motor carrier, broker, freight forwarder, and owner-operator will now manage their federal registration.
What Motus Handles
- Applying for a new USDOT number or operating authority (MC/MX/FF)
- Completing your biennial update (MCS-150 form)

Why was it built?
FMCSA's legacy systems were built on outdated infrastructure that had become vulnerable to fraud — including identity theft and carrier account hijacking that led to cargo theft across the industry. Motus was mandated by the MAP-21 Act, signed into law in 2012, and has taken over a decade to develop and deploy.
How Motus Is Rolling Out
FMCSA introduced Motus in phases to minimize disruption to the industry. Here's where things stand right now:
Phase 1 — Complete
December 2025. Limited access for supporting companies only: BOC-3 filers, insurance companies, and transportation service providers helping carriers with registration.
Phase 2 — NOW
May 2026. Legacy system shut down May 14, 2026. Motus launches for ALL users — motor carriers, owner-operators, brokers, and freight forwarders.
Phase 3 — Coming
2026 Ongoing. Continuous improvements and additional functionality based on user feedback. A formal rulemaking will eventually mandate Motus for all registrants.

What You Need to Do Right Now
If you have an existing USDOT number, here are the exact steps to claim your account in Motus and avoid being locked out:
Log into your FMCSA Portal & confirm it's active
Go to portal.fmcsa.dot.gov. If your account has been inactive for 90+ days it may be disabled, or archived after 12 months. Contact FMCSA at fmcsa.dot.gov/registration/ask-fmcsa to have it reactivated. Use your USDOT PIN if needed — get it at safer.fmcsa.dot.gov.
Verify your Company Official is correct
In the "Account Management" tab of your FMCSA Portal, confirm that the listed Company Official is the business owner or a responsible employee — not a third-party consultant or dispatcher. This person must have a Login.gov account with a matching email address.
Make sure your Login.gov email matches
The Login.gov email for your Company Official in the FMCSA Portal must be the same email used to log into Motus. If these don't match, you won't be able to automatically claim your USDOT number in the new system.
Submit an updated MCS-150 (Biennial Update)
In the Portal's "Registration" tab, verify your company information is current. Submit an updated Biennial Update if anything has changed — address, operating authority, vehicle count, etc. Current data ensures a smooth transfer into Motus.
Complete identity verification in Motus
When Motus is live, use your smartphone to scan a QR code, select your ID type (driver's license, passport, or resident card), photograph your ID, and complete a facial scan via IDEMIA. FMCSA has confirmed this data is not stored, shared, or sold.
Claim your USDOT number in Motus
Once your company account is created, claim your existing USDOT number. After this step, you will no longer need the old FMCSA Portal for any registration changes. Everything moves through Motus going forward.
Missed the May 14 deadline?
If you did not update your FMCSA Portal account before the system was retired, you will need to manually verify your identity and business with FMCSA — a process expected to involve long call center wait times. The New Identity & Business Verification Process
One of the biggest changes in Motus is mandatory identity and business verification — something the old system never had. This was introduced specifically to combat the surge in carrier fraud FMCSA has seen in recent years.
Personal Identity Verification (via IDEMIA)
Every individual registering in Motus must complete a biometric identity verification using their smartphone or tablet:
- Scan a QR code within the Motus system to start a verification session
- Select your ID document type: driver's license, passport, or resident card
- Take a clear photo of your ID document
- Complete a facial recognition scan (selfie photo)
- Confirm the process in Motus to finish
Business Verification (via CLEAR)
FMCSA has partnered with CLEAR to verify company legitimacy:
- Legal business name and principal place of business are validated
- Ownership structure and identity of company officials are confirmed
- Company's state and federal registration compliance status is checked
Privacy note
FMCSA has confirmed that the biometric data collected during identity verification will not be stored, shared, or sold by the agency or its vendors. The verification is a one-time process for account creation.

What Is NOT Changing (Yet)
There was a lot of speculation about what Motus would include. FMCSA clarified that the following proposed changes are not part of the initial Motus launch — they will go through a separate public rulemaking process:
- MC/FF/MX docket numbers are NOT being eliminated — Your existing docket numbers remain in place for now
- Safety Registration is NOT being introduced — This was a proposed requirement linking safety performance to operating authority; it is on hold
- BOC-3 filing process is NOT changing — The process for process agent filings remains the same for now
- Paper forms are still accepted — But expect a minimum 8-business-day processing delay vs. online submission
