The Freight Capital Of North America

Commercial Truck Insurance In Illinois, Built For The Big Leagues

Nowhere in North America moves freight like Illinois. Six of the seven Class I railroads converge on Chicago and roughly a quarter of all US rail traffic touches the city, the CenterPoint Intermodal Center in Joliet/Elwood is the largest inland port on the continent, and O’Hare moves more than two million metric tons of air cargo a year. Nine interstates cross the state, from the I-80 truck corridor to Effingham’s I-57/I-70 junction downstate.

All that freight comes with big-league risk: Illinois ranked among the top three states in the nation for cargo theft in 2024. Nova Coverage insures Illinois motor carriers from our Indianapolis headquarters — we handle the ILCC paperwork (the Public Carrier Certificate, the insurer-filed Form E, and the Form H cargo filing), spec cargo coverage that actually responds to theft, and shop your risk to 50+ A-rated carriers so they compete for your business.

  • ILCC Form E & Form H filed by your insurer — required for Illinois intrastate authority, handled by us
  • Cargo coverage built for Chicago — theft-heavy lanes need better-than-minimum cargo limits
  • 50+ A-rated carriers quoted on every Illinois trucking insurance policy
  • New authorities welcome — same-day COIs once you’re bound

Illinois Trucking Insurance Requirements

Illinois-only carriers answer to the Illinois Commerce Commission, and the ILCC wants both a liability filing and a cargo filing on record. Here’s what the law requires — we handle every filing below on your behalf.

Interstate — Crossing State Lines

Federal FMCSA Minimums

General freight (non-hazardous)$750,000
Oil transport$1,000,000
Most hazardous materials$5,000,000

The legal minimum isn’t the market minimum: nearly every shipper and broker requires $1,000,000 liability and $100,000 cargo, so that’s what most Illinois motor carriers actually carry. Your insurer files the BMC-91/91X with FMCSA and attaches the MCS-90 endorsement — we take care of both.

Intrastate — Illinois Only

Illinois State Minimums (ILCC)

Vehicles under 10,000 lbs GVWR$300,000
General freight, 10,000+ lbs$750,000
Cargo (per vehicle / per occurrence)$5K / $10K

Illinois-only for-hire property carriers need a Public Carrier Certificate from the Illinois Commerce Commission ($50 plus $5 per-vehicle cab cards, renewed annually), display their ILL.C.C. number on the truck, and keep two filings active: Form E (liability) and Form H (cargo) — both submitted by your insurance company, not you. If your insurer cancels and no replacement filing hits the ICC first, your authority is exposed; we manage that handoff so there’s never a gap.

Illinois intrastate authority is its own credential. If your loads pick up and deliver inside Illinois, you need a Public Carrier Certificate from the ICC, and it stays valid only while your Form E is on file. We broke down how Illinois intrastate authority and the Form E filing actually work.

Coverage Options

Trucking Insurance Coverage We Place In Illinois

Every operation is different. Here are the key commercial truck insurance coverages available to Illinois carriers — we’ll build a package that fits yours.

Primary Liability

Bodily injury and property damage coverage at the limits Illinois and FMCSA require — state and federal filings included.

Physical Damage

Comprehensive and collision coverage for your tractors and trailers — protecting your biggest assets on and off the road. Equipment you pull but do not own falls under trailer interchange insurance, which is a separate coverage.

Motor Truck Cargo

Covers the freight you haul if it’s damaged, lost, or stolen — and in the #3 cargo-theft state in America, stolen is not a hypothetical. We spec real limits, not minimums.

Non-Trucking Liability

Bobtail and off-dispatch coverage for leased-on owner operators — often required by your lease agreement.

General Liability

Protects your trucking business from third-party claims unrelated to driving — like slip-and-fall at your yard or terminal.

Workers Comp & Occ/Acc

Workers compensation for employees and occupational accident coverage for owner operators who don’t qualify.

Common Questions

Illinois Trucking Insurance FAQ

How much does trucking insurance cost in Illinois?
It depends on your radius, cargo, driving history, CDL experience, and where you park the truck — Chicagoland addresses typically rate higher than downstate, partly because Illinois ranks among the top three states for cargo theft. As a rough ballpark, a new-authority owner operator hauling general freight often lands in the range of $10,000–$20,000+ per year for liability, cargo, and physical damage combined, with downstate and experienced carriers paying less. We shop your risk to 50+ carriers and let them compete.
What are the Illinois trucking insurance requirements?
Interstate carriers follow the federal FMCSA minimums: $750,000 for general freight, $1M for oil, $5M for most hazmat. Illinois-only (intrastate) for-hire property carriers need $750,000 in liability ($300,000 if every vehicle is under 10,000 lbs GVWR) plus cargo coverage of at least $5,000 per vehicle / $10,000 per occurrence on file with the ICC. As always, broker contracts usually demand $1M liability and $100,000 cargo — legal minimums and market minimums are different animals.
What is an ILCC number and what filings do I need?
Illinois-only for-hire carriers get a Public Carrier Certificate from the Illinois Commerce Commission and display their ILL.C.C. number on the truck. Two insurance filings must stay active with the ICC: Form E for liability and Form H for cargo, both filed by your insurance company. The certificate renews annually. Interstate carriers instead need the BMC-91/91X with FMCSA and the MCS-90 endorsement. We handle every one of these filings free.
Why does cargo insurance matter so much in Illinois?
Illinois ranked #3 in the nation for cargo theft in 2024 — the Chicago area’s rail ramps and truck stops are a national hotspot, and thieves target electronics, food loads, and anything resalable. Minimum cargo limits won’t make a broker whole on a stolen $150,000 load. We spec real cargo limits with theft coverage that actually responds, and we’ll flag exclusions (like unattended-vehicle clauses) before they bite you.
Can a new authority get trucking insurance in Illinois?
Yes — new ventures are one of our specialties. Several of our 50+ carriers have dedicated new-authority programs for Illinois trucking companies, and we handle your federal and state filings (BMC-91, MCS-90, ILCC Forms E and H) so your authority activates as fast as possible.
How fast can I get a certificate of insurance (COI)?
Once your policy is bound, certificates typically go out same-day — often within the hour during business hours — and our clients get 24/7 COI access. When a Joliet ramp wants proof of coverage before they’ll release a container, you can’t wait until tomorrow.
