Commercial Truck Insurance In Ohio, Built For Buckeye Freight

Ohio runs the fourth-largest interstate highway system in America, and more than 60% of the US and Canadian population sits within one day’s drive. I-70 and I-71 meet in Columbus, I-75 carries the Toledo–Dayton–Cincinnati auto corridor, and the Ohio Turnpike hauls the north. Columbus’s Rickenbacker is one of the only cargo-dedicated airports in the world, ringed by the Groveport, Obetz, and Etna warehouse belt, while Cleveland’s steel and the river ports keep flatbeds and dumps busy statewide.

Nova Coverage insures Ohio motor carriers from our Indianapolis headquarters, right up I-70. We handle the PUCO paperwork that trips up so many Ohio-only carriers — the Certificate of Public Convenience and Necessity and the insurer-filed Form E — and because we’re independent, we shop your risk to 50+ A-rated carriers and make them compete.

  • PUCO Form E filed by your insurer — required for Ohio intrastate authority, handled by us
  • No weight-distance tax in Ohio — we’ll keep your compliance list honest and short
  • 50+ A-rated carriers quoted on every Ohio trucking insurance policy
  • New authorities welcome — same-day COIs once you’re bound

Ohio Trucking Insurance Requirements

Ohio’s intrastate rules run through PUCO and intentionally mirror the federal tiers, which makes stepping up to interstate authority a natural move. Here’s what the law requires — we handle every filing below on your behalf.

Interstate — Crossing State Lines

Federal FMCSA Minimums

General freight (non-hazardous)$750,000
Oil transport$1,000,000
Most hazardous materials$5,000,000

The legal minimum isn’t the market minimum: nearly every shipper and broker requires $1,000,000 liability and $100,000 cargo, so that’s what most Ohio motor carriers actually carry. Your insurer files the BMC-91/91X with FMCSA and attaches the MCS-90 endorsement — we take care of both.

Intrastate — Ohio Only

Ohio State Minimums (PUCO)

Vehicles under 10,001 lbs GVWR$300,000
General freight, 10,001+ lbs$750,000
Oil / certain hazmat$1,000,000
High-hazard hazmat$5,000,000

Ohio-only for-hire carriers get a Certificate of Public Convenience & Necessity from the Public Utilities Commission of Ohio (PUCO), and your insurance company files the Form E proof of insurance with PUCO — you can’t do it yourself. Trucks display the PUCO or USDOT number with the company name, and there’s a small annual PUCO per-vehicle tax. Because Ohio’s limits mirror the federal tiers (OAC 4901:2-13-03), the coverage you buy for intrastate work already meets FMCSA levels when you’re ready to cross state lines. We broke down how Ohio intrastate authority and the Form E filing actually work.

Coverage Options

Trucking Insurance Coverage We Place In Ohio

Every operation is different. Here are the key commercial truck insurance coverages available to Ohio carriers — we’ll build a package that fits yours.

Primary Liability

Bodily injury and property damage coverage at the limits Ohio and FMCSA require — state and federal filings included.

Physical Damage

Comprehensive and collision coverage for your tractors and trailers — protecting your biggest assets on and off the road. Equipment you pull but do not own falls under trailer interchange insurance, which is a separate coverage.

Motor Truck Cargo

Covers the freight you haul if it’s damaged, lost, or stolen in transit — auto parts, steel, or produce, including reefer breakdown coverage.

Non-Trucking Liability

Bobtail and off-dispatch coverage for leased-on owner operators — often required by your lease agreement.

General Liability

Protects your trucking business from third-party claims unrelated to driving — like slip-and-fall at your yard or terminal.

Workers Comp & Occ/Acc

Workers compensation for employees and occupational accident coverage for owner operators who don’t qualify.

Common Questions

Ohio Trucking Insurance FAQ

How much does trucking insurance cost in Ohio?
It depends on your radius, cargo, driving history, CDL experience, and how long your authority has been active. As a rough ballpark, a new-authority owner operator hauling general freight often lands in the range of $9,000–$18,000+ per year for liability, cargo, and physical damage combined — while carriers with 2+ years of clean authority typically pay significantly less. We shop your risk to 50+ carriers and let them compete instead of quoting one company’s rate.
What are the Ohio trucking insurance requirements?
Ohio’s intrastate minimums (OAC 4901:2-13-03) intentionally mirror the federal tiers: $750,000 for property carriers running vehicles 10,001+ lbs, $300,000 if every vehicle is under 10,001 lbs, $1M for oil and certain hazmat, and $5M for high-hazard hazmat. Interstate carriers follow the same FMCSA numbers, and nearly all shippers and brokers want $1,000,000 liability plus $100,000 cargo regardless of what the law says.
What is PUCO and what filings does my Ohio trucking company need?
The Public Utilities Commission of Ohio (PUCO) regulates Ohio-only for-hire trucking. Intrastate carriers need a Certificate of Public Convenience & Necessity from PUCO, and your insurance company must file the Form E proof of insurance with PUCO — carriers can’t file it themselves. You’ll also display your PUCO or USDOT number on the truck and pay a small annual per-vehicle PUCO tax. Interstate carriers need the BMC-91/91X with FMCSA plus the MCS-90 endorsement. We handle all the insurance filings free.
Does Ohio have a weight-distance or highway use tax?
No — unlike Kentucky (KYU), New York, New Mexico, and Oregon, Ohio charges no mileage or highway-use tax. Ohio-based carriers handle IRP apportioned plates through the Ohio BMV, IFTA through the Department of Taxation, and UCR if they run interstate. It’s one of the simpler compliance states, and we’ll help you keep it that way.
Can a new authority get trucking insurance in Ohio?
Yes — new ventures are one of our specialties. Several of our 50+ carriers have dedicated new-authority programs for Ohio trucking companies, and we handle your federal and state filings (BMC-91, MCS-90, PUCO Form E) so your authority activates as fast as possible.
How fast can I get a certificate of insurance (COI)?
Once your policy is bound, certificates typically go out same-day — often within the hour during business hours — and our clients get 24/7 COI access. A truck that isn’t rolling isn’t earning, and we run our service team accordingly.
