There’s a myth going around that Indiana doesn’t require anything for intrastate trucking. It comes from a half-truth, and believing it is how carriers end up shut down.
Operating authority is a household goods and passenger thing. If you haul household goods or passengers for hire inside Indiana, you need a Certificate of Public Convenience and Necessity from the Indiana Department of Revenue. If you haul general freight, you don’t. That’s the part people get right.
But general freight is not exempt from everything else. If you run intrastate in Indiana hauling somebody else’s property, you still need all of this:

Before price, there’s appetite. Markets move in and out of equipment classes, and when they pull out the answer isn’t a higher number, it’s fewer doors. Box trucks are the live example. Carriers have been pulling off that risk and options have gotten thin. If you run box trucks, the honest first step isn’t a quote, it’s finding out who’s still writing it.
This is the part nobody explains, and it’s why your quote and your buddy’s quote look nothing alike.
An established carrier is rated on loss runs — three years of history showing what you actually cost an insurance company. That’s the whole conversation. A new authority has no loss runs at all. So underwriters can’t rate what you’ve done. They rate what predicts what you’ll do:
If you’re about to file for authority, get your MVR clean and your financial house in order before you shop, not after. Year one sets the tone, and a clean first year with real loss runs changes the whole conversation at your first renewal.
Not for general freight. Indiana requires a Certificate of Public Convenience and Necessity only for for-hire carriers of household goods or passengers. But general freight carriers still need DOR certification, a USDOT or Indiana ID number, Form IOA-1, and a Form E filed by their insurer before they can legally run intrastate.

Less usefully than you’d like, the honest answer is that it depends on things a chart can’t capture. For an established carrier it comes down to loss runs. For a new authority with no loss history it comes down to years of driving experience, MVR, driver age, garaging ZIP code and insurance score. And before any of that, whether a market is writing your equipment class at all right now. We’ll tell you where you land after we take you to market, not before.
Usually years of experience, MVR, garaging ZIP code, or an insurance score, especially in your first year. Two identical trucks in different parts of Indiana rate differently, and a new venture has no loss runs for an underwriter to look at instead. Experience is the one that most often decides whether a market will quote you at all.
