Commercial Truck Insurance In Pennsylvania, Built For Pennsylvanians

Pennsylvania is the country’s pass-through state. I-81 and I-78 feed the Lehigh Valley and Harrisburg warehouse belt, where roughly a third of the U.S. population sits inside a one-day truck turn, while I-95 through Philadelphia is the state’s worst freight bottleneck. If you run trucks here, you’re moving everyone else’s freight too — and your trucking insurance should be built for it.

Nova Coverage is an independent trucking insurance agency headquartered in Indianapolis. We insure Pennsylvania motor carriers of every size — from a single owner operator with a new MC number to established fleets — and because we're independent, we shop your risk to 50+ A-rated carriers and make them compete for your business.

  • Indianapolis-based — a real local team, not a call center three states away
  • 50+ A-rated carriers quoted on every Pennsylvania trucking insurance policy
  • Form E, BMC-91 & MCS-90 filings handled for you, at no extra charge

Pennsylvania Trucking Insurance Requirements

Whether you cross state lines or haul Pennsylvania-only freight, here's the coverage the law requires — and what shippers and brokers will actually ask you for. We handle every filing below on your behalf.

Interstate — Crossing State Lines

Federal FMCSA Minimums

General freight (non-hazardous)$750,000
Oil transport$1,000,000
Most hazardous materials$5,000,000

The legal minimum isn't the market minimum: nearly every shipper and broker requires $1,000,000 liability and $100,000 cargo, so that's what most Pennsylvania motor carriers actually carry. Your insurer files the BMC-91/91X with FMCSA and attaches the MCS-90 endorsement — we take care of both.

Intrastate — Pennsylvania Only

Pennsylvania State Minimums

Vehicles 10,000 lbs GVWR and under$300,000
Over 10,000 lbs GVWR$750,000
Cargo liability minimum$5,000

Pennsylvania is different from most states: any for-hire intrastate haul requires a Certificate of Public Convenience from the Pennsylvania Public Utility Commission — there is no weight threshold, and a USDOT or MC number does not grant PA intrastate authority. Your insurer files Form E for liability and Form H for cargo directly with the Commission; you cannot file your own proof, and coverage must be on file within 60 days or the authority is cancelled. We handle the filings. Our guide to how Pennsylvania intrastate authority and the PA PUC Form E filing actually work walks through the 60-day clock, who can file, and what gets an application dismissed.

Coverage Options

Trucking Insurance Coverage We Place In Pennsylvania

Every operation is different. Here are the key commercial truck insurance coverages available to Pennsylvania carriers — we'll build a package that fits yours.

Primary Liability

Bodily injury and property damage coverage at the limits Pennsylvania and FMCSA require — state and federal filings included.

Physical Damage

Comprehensive and collision coverage for your tractors and trailers — protecting your biggest assets on and off the road. Equipment you pull but do not own falls under trailer interchange insurance, which is a separate coverage.

Motor Truck Cargo

Covers the freight you haul if it's damaged, lost, or stolen in transit — including reefer breakdown coverage for temperature-sensitive loads.

Non-Trucking Liability

Bobtail and off-dispatch coverage for leased-on owner operators — often required by your lease agreement.

General Liability

Protects your trucking business from third-party claims unrelated to driving — like slip-and-fall at your yard or terminal.

Workers Comp & Occ/Acc

Workers compensation for employees and occupational accident coverage for owner operators who don't qualify.

Common Questions

Pennsylvania Trucking Insurance FAQ

How much does trucking insurance cost in Pennsylvania?
It depends on your radius, cargo, driving history, CDL experience, and how long your authority has been active. As a rough ballpark, a new-authority owner operator hauling general freight in Pennsylvania often lands somewhere in the range of $14,000–$22,000+ per year for liability, cargo, and physical damage combined — while carriers with 2+ years of clean authority typically pay significantly less. This is an estimate, not a quote: because we’re independent, we shop your risk to 50+ carriers and let them compete instead of quoting you one company’s rate.
What are the Pennsylvania trucking insurance requirements?
If you cross state lines, FMCSA requires at least $750,000 in public liability for general freight, $1,000,000 for oil transport, and $5,000,000 for most hazardous materials — though nearly all shippers and brokers require $1,000,000 liability and $100,000 cargo. For Pennsylvania-only for-hire work you need a PUC Certificate of Public Convenience at any weight, with $300,000 liability at 10,000 lbs GVWR and under, $750,000 above that, and a $5,000 cargo minimum.
What insurance filings does my Pennsylvania trucking company need?
Interstate motor carriers need a BMC-91/91X filing with FMCSA plus the MCS-90 endorsement. Pennsylvania intrastate carriers need Form E for liability and Form H for cargo filed electronically with the PUC by your insurance company — Pennsylvania does not accept proof of insurance from the carrier directly. Filings must be on record within 60 days of approval or your authority is cancelled. We handle all of it.
Do I need a USDOT number if I only haul within Pennsylvania?
Yes, in most cases. Pennsylvania requires a USDOT number for intrastate operation at 17,001 lbs GVWR or more, or when carrying more than 8 passengers for compensation, or when hauling placardable hazmat. Farm trucks, school buses and government vehicles are exempt. Note that the USDOT number is separate from PUC operating authority — you need both.
What is the Motor Carriers Road Tax and do I need it?
Pennsylvania runs its own intrastate fuel-tax programme alongside IFTA. Intrastate-only qualified vehicles buy PA Motor Carriers Road Tax decals from the Department of Revenue at $12 per vehicle per year; interstate PA-based carriers buy IFTA decals instead. A qualified vehicle is two axles over 26,000 lbs, three or more axles at any weight, or a combination over 26,000 lbs. Decals go on both sides of the cab.
Can a new authority get trucking insurance in Pennsylvania?
Absolutely — new ventures are one of our specialties. Several of our 50+ carriers have dedicated new-authority programs for Pennsylvania trucking companies, and we'll handle your federal and state filings (BMC-91, MCS-90, Form E) so your authority activates as fast as possible.
How fast can I get a certificate of insurance (COI)?
Once your policy is bound, certificates typically go out same-day — often within the hour during business hours — and our clients get 24/7 COI access. A truck that isn't rolling isn't earning, and we run our service team accordingly.
